Vikram Agnihotri (45) of Indore, MP, who lost both his upper limbs at 7 years trained himself to do all the chores with the feet. Having learnt to drive, he purchased an auto gear shift car on May 15, 2015 and started to drive with a Learner’s Licence under the Invalid Carriage category. He applied for a permanent driving licence but was rejected on the grounds that there was no provision in the Motor Vehicle Act for issuing a licence to a person driving without hands. He took it as a challenge and approached higher authorities up to the Union Transport Ministry and finally got a permanent driving licence issued to him on Sept 30, 2016, becoming the first such person to obtain it.
